Theses are the Mercer Cottages, on White Horse Road, Stepney GreenE1. 
They are former alms houses, built originally in 1691 but later rebuilt in 1856, by the "worshipful company of mercers" as read on the ornate plate on the building.
Now those are property of the London Borough of Tower Hamlets and are rented out. The area is a conservation area.
